If the house has a "phase" and a deafly grounded "zero" (as, indeed, today do in most cases), then the grounding wire in the outlet is not needed. Unfortunately, the inspectors still force it to mount, possibly in the future it will be relevant in all homes.

If the outlet is installedprofessionals, the connection of contacts is carried out in a certain order (if, of course, they are under voltage). First, ground is connected, then "zero" and only then "phase". Dismantling is done in the reverse order.
