At the stage of consideration of application and acceptancedecision is solely a public agency. The latter is obliged to verify the reliability of the data and to assess whether the applicant is capable of carrying out a certain type of activity.

The stage of granting or refusing to grantis a special procedure in which the licensing authority gives an official opinion on the results of the examination of the application. If the issue is resolved positively, then the applicant receives a document confirming his right to engage in a strictly defined type of activity. If, however, the refusal represents a response, then the body must not only inform about it, but also justify a negative decision.

Licensing is a special process, valuewhich consists in the fact that he imposes a social responsibility not only on the economic entity, but also on the relevant state bodies in especially important areas of the country's vital activity.
